West Virginia has some of the lowest utility rates in the nation, making operating in the West Virginia Hardwood Alliance Zone cost efficient with significant water and electricity savings. Our various counties have access to clean water and wastewater treatment plants, high-powered transmission lines, natural gas supplies, and more.

The West Virginia Public Service Commission may establish special rates that in its judgment are necessary or appropriate for the continued, new or expanded operation of energy-intensive industrial consumers. In order to qualify for a special rate, an industrial facility, plant or enterprise shall enter into negotiations with the utility, having a contract demand of at least fifty thousand kilowatts of electric power at its West Virginia facilities under normal operating conditions; create or retain at least twenty-five full time jobs in the state; have invested not less than $500,000 in fixed assets in the state; and provide reasonable evidence that without the special rate, the operation is threatened or not economically viable.

NATURAL GAS

Industrial natural gas prices in West Virginia averaged $3.73 per thousand cubic feet in 2021, or about a 38.4% difference than the average rate of $5.50 per thousand cubic feet in the U.S. overall.

Residential natural gas prices in West Virginia averaged $12.32 per thousand cubic feet in 2020, which was approximately a 2.5% difference than the national average rate of $12.63 per thousand cubic feet.
